ÁTVR, or the State Alcohol and Tobacco Company of Iceland, is a state-owned company that holds the sole legal monopoly on retail alcohol sales in Iceland. Operating 51 stores nationwide under the name Vínbúðin, its role is to limit access to alcohol and mitigate its harmful societal effects, aligning with Iceland's public health policy. ÁTVR also handles the wholesale distribution of tobacco and collects tobacco taxes. The company's monopoly status has faced scrutiny, including a complaint to the ESA in November regarding its position in the retail market.
